DTPC appointed Mosebo Projects to develop a utilities policy and plan through historical information gathering, growth forecasting and economic modelling. Based on the information obtained, all related stakeholders (provincial and municipal) were engaged to analyse and prepare a modernised utilities policy and plan, whilst considering the change in energy and water usage. A five-year strategic and implementation was put in place as an assessment tool.
